Alexander Campbell5 was one of a generation of men old enough to participate in the First World War and still young enough to fight in the Second. Born in Perth in 1892, the son of a police inspector — on his application form to join the IES it was stated that his father’s whereabouts were unknown but that his mother held a Decree Nisi — he was educated at the Perth Academy and Edinburgh University, where he obtained an MA degree with first class honours in English. At the same time he attended the Edinburgh Provincial Training College and acquired a general teaching certificate.
It was during this period that he came to the notice of Lord Curzon, then Viceroy of India, who selected him to be the first Director-General of Education in India. The appointment arose out of an educational conference convened by Curzon at Simla in 1901. Curzon was impressed by the sheer size of the educational enterprise in India and the relatively small number of European officers who administered it. But he was equally concerned that it was run on a purely provincial basis and that the government of India was not as fully in touch with all that went on as he thought it should be.
At Presidency College Pedler was a pioneer of modern scientific research and largely responsible for the pre-eminence of its science department. As DPI Pedler served on the Legislative Council of Bengal. Like Bourne, he was also a member of the Indian Universities Commission of 1902. In the last two years of his career in India he was also Vice-Chancellor of the University of Calcutta. A member of the Royal Society, he was knighted in 1906, and also awarded a R 1000 increase in his retirement pension in recognition of his outstanding service to India.
