Both trainers and trainees must be clear about the nature, purpose, and ftinction of the unified ethic and of values as ingredients of public policy and administration. In this process, therefore, the training of trainers is particularly important. Equally important in the process is the justification of policies, programmes, and practices in light of the universal values identified in stage one. The goal here is to make those values explicit, to determine how those values are implicated in the policies, programmes, or practices under consideration, to understand the purpose and content of justification, and to link these elements in a system of discourse and discovery.

It encompases actions to gain control or influence over decision making processes.
