How To Test The Quark Theory The problem formulated both in Moscow and Rehovot was how to test the idea that mesons and baryons were made of quarks, even though individual quarks had not been observed, and their exact properties and the forces between them were not known.

By 1966 the idea that mesons and baryons were made of quarks was being considered, but everyone wondered why quarks had not been seen. They had not only never been seen; they were also believed to have very peculiar properties. The electric charges of the quarks were either two-thirds or one-third of the charge of the electron. No particles with such fractional charges had ever been observed experimentally, and it was generally believed that if such particles existed they would have been seen. Today we believe that the forces holding the quarks together in a proton are so strong that we will never be able to break a proton up into isolated quarks.

If the new effects disappear in the next generation of experiments, they are quickly forgotten, and the theoretical papers explaining them sink into oblivion. This was the fate of the 1966 paper by Sakharov and Zeldovich. This forgotten paper contained in a small corner the same results obtained by the Rehovot group. They were valid in the standard model and independent of the additional assumptions introduced to explain the nonexistent new particles.
