It had two functions. The Social Policy Group, under Shimshoni, ran the dayto-day operations of the program for the government and the Jewish Agency, issuing guidelines and coordinating among the various ministries, the agency, municipalities, and local projects.
2). Project Renewal 29 The government had established the Project Renewal program in January 1979 with a series of rather general goals for neighborhood renewal. Yadin, as deputy prime minister and head of the MCPR, had overall responsibility of coordinating and directing the project. His goals and objectives focused on a comprehensive effort at the neighborhood level, which emphasized physical renewal, resident participation, twinning, and planning based on initiative from below with a local steering committee chaired by the mayor.
In January 1982, following a disagreement with Levy, Katzav resigned for two weeks (JP 28 January and 4 February 1982).
